II.Why Portugal Just Got Harder for Almost Everyone
On 19 May 2026, Lei Orgânica 1/2026 came into force and rewrote Portugal's nationality law. Standard naturalization jumped from five years of residence to ten.
10 years for most nationalities; 7 years for citizens of EU and CPLP countries — Brazil, Angola, Mozambique, Cape Verde, Guinea-Bissau, São Tomé and Príncipe, Timor-Leste, and Equatorial Guinea.
From the date the residence permit is issued — no longer from the date of application.
Alongside the existing A2 Portuguese test, applicants now face a civics and history test and a formal declaration of adherence to democratic principles.
Only applications filed on or before 18 May 2026 stay on the old 5-year regime. Everyone else is on the 7- or 10-year clock.

VII.What We Tell Clients Before They Commit
- The 7-year track for investment-acquired CPLP citizenship is untested. The law extends it to CPLP citizens without distinguishing how citizenship was acquired, but no naturalization cases from CBI-origin CPLP citizens have been decided yet, and Portugal hasn't issued specific guidance.
- A São Tomé passport doesn't grant automatic Portuguese residence. A residence permit still has to be obtained and maintained, with physical presence requirements met throughout.
- Every other naturalization requirement still applies: A2 Portuguese, the new civics test, a clean record, and the democratic-adherence declaration.
- Program rules keep evolving. São Tomé tightened its rules in April 2026, and Portugal's implementing regulations for the new tests are still being finalized.
