St Lucia citizenship by investment gives a family a second Caribbean passport for a USD 240,000 contribution to the National Economic Fund, or for a USD 300,000 purchase of government bonds that are paid back after five years. Saint Lucia is the newest of the five Eastern Caribbean programmes, launched in 2015, and it has the widest menu of routes in the region. It is also the only one where most of the money can come back to you.
It is not the programme it was in 2023. The price floor rose in 2024, an interview became standard, the United Kingdom started requiring visas from Saint Lucian passport holders in March 2026, and real-world processing now runs much longer than the brochures say. This guide sets out what the Saint Lucia Citizenship by Investment Programme costs today, what it gives you, and what has changed, with the confirmed facts kept apart from what is still only announced.
2026 status
What's changed for Saint Lucia, in 2026.
Five things matter more than anything else on this page. If any one of them is decisive for your family, read its section in full before you look at prices.
Confirmed
The UK now requires a visa from Saint Lucian citizens.
From 15:00 GMT on 5 March 2026, Saint Lucia was added to the UK's visa national list, including a direct airside transit visa. This is on the UK Visitor visa national list (updated 8 October 2026), and the Government of Saint Lucia has responded to it publicly. The transitional exception for travellers with existing bookings ended on 16 April 2026. If visa-free access to London was part of your reason for choosing Saint Lucia, it no longer applies. Antigua & Barbuda, Grenada and St Kitts & Nevis are not on the list.
Observed, not official
Processing is the slowest in the region.
The Unit publishes no processing time on its current pages. Agent-reported data compiled by IMI Daily (Q4 2025) puts the average at around 18 months, with a range of 12 to 26, against about 5 months for St Kitts & Nevis. Some agents still advertise 3 to 6 months. We do not.
Confirmed law, unconfirmed timetable
The EU has a legal tool to act, and has named Saint Lucia.
Regulation (EU) 2025/2441, in force since 30 December 2025, makes running an investor citizenship scheme without a genuine link a ground for suspending visa-free travel to Schengen. The Commission's December 2025 report names all five Eastern Caribbean programmes. A phase-out date of June 2028 has been reported, including by Saint Lucia's own Prime Minister, but it is not in any published EU document. Details in the EU section.
Announced, not in force
No physical presence rule has been published for Saint Lucia.
A regional standard of 30 days over five years was agreed in September 2025. Grenada and Antigua have bills before or through their parliaments. Saint Lucia has published nothing, and the regional regulator, ECCIRA, is not yet confirmed as operating. Today, you do not need to spend time on the island to obtain or keep the passport.
Warning
The official FAQ is out of date.
The Unit's own FAQ page still quotes a National Economic Fund contribution of USD 100,000 to USD 150,000 and a due diligence fee of USD 7,500. Those are pre-2024 figures. The main programme page shows the current USD 240,000 and USD 8,000. If you see the lower numbers quoted anywhere, that is where they come from.
Investment options
Four routes to St Lucia citizenship by investment.
Saint Lucia offers four qualifying investments. Two are common across the region; two are unique to it. Every application goes through a licensed authorised agent; the Citizenship by Investment Unit does not accept direct applications.
National Economic Fund · Donation
Non-refundable. Same price for one person or a family of up to four. The fastest to fund and the simplest to document.
National Action Bond · Refundable
Five-year, non-interest-bearing government bonds, plus a USD 50,000 non-refundable administration fee. The only route in the Caribbean where the main sum comes back.
Approved real estate · Property
A unit in a government-approved project, plus an administration fee that scales with family size.
Enterprise project · Business
An approved enterprise project, alone, or USD 6,000,000 as a joint investment with each investor contributing at least USD 1,000,000.
The enterprise route is for investors building or funding a real business on the island, not for passport buyers, and we do not cover it further here. For almost every family we advise, the real choice is between the donation and the bond, with real estate as a third option when there is a specific project they want to own.
Citizenship by donation
The National Economic Fund, citizenship by donation.
The National Economic Fund is the route most applicants use. You make a one-time, non-refundable contribution to the Government of Saint Lucia, and nothing is held or resold afterwards.
- USD 240,000 for the main applicant alone, or with up to three other qualifying dependants. A single person and a family of four pay the same contribution.
- USD 10,000 for each additional dependant under 18.
- USD 20,000 for each additional dependant aged 18 or over.
The USD 240,000 contribution took effect with the regional price harmonisation of mid-2024 (reported by WIC News as 1 July 2024). Before that, Saint Lucia's donation was well under half today's level, which is why so many older guides online still quote six-figure totals beginning with a one.
Because the price is flat up to four people, the donation is relatively better value the larger the core family. For a single applicant it is the second most expensive donation in the region after St Kitts & Nevis. For a couple with two children it is close to the cheapest.
The refundable route
The National Action Bond, the only refundable route.
This is what sets Saint Lucia apart. Instead of donating, you buy USD 300,000 of five-year, non-interest-bearing government bonds registered in your name, and pay a USD 50,000 administration fee that is not returned. The bond covers any number of dependants. At the end of the five years, the principal is repaid.
That makes the bond look far cheaper than the donation. It is cheaper, but not by as much as the headline suggests, because the USD 300,000 earns nothing for five years. A simple illustration, using an assumed 4% a year that the money could otherwise earn:
| National Economic Fund | National Action Bond | |
|---|---|---|
| Paid in at the start (single applicant, before fees) | USD 240,000 | USD 350,000 (300,000 bond + 50,000 fee) |
| Returned after five years | Nothing | USD 300,000 |
| Cash cost, ignoring returns elsewhere | USD 240,000 | USD 50,000 |
| Illustrative income forgone at 4% a year for five years | Not applicable | About USD 60,000 |
| Economic cost on that assumption | USD 240,000 | About USD 110,000 |
Change the assumed return and the gap moves, but on any reasonable figure the bond costs a family less in real terms than the donation. The trade-offs are that you need USD 110,000 more cash on day one, the capital is locked for five years, and you carry the credit risk of a small sovereign issuer for that period. For clients with liquidity to spare and no wish to manage a property, it is often the best structure in the Caribbean. For clients who need to keep cash free, the donation is cleaner.
Property route
St Lucia citizenship by investment through real estate.
The real estate route requires a purchase of at least USD 300,000 in a project approved by the Government of Saint Lucia, typically a share or unit in a hotel or resort development. On top of the property price, you pay an administration fee:
- USD 30,000 for an applicant alone
- USD 45,000 for an applicant with a spouse
- USD 5,000 for each dependant under 18
- USD 10,000 for each dependant aged 18 or over
The property must be held for a minimum period before resale, normally five years; we confirm the current holding terms and the project's approval status with the Unit before any reservation is signed. Saint Lucia's list of approved projects turns over more often than its neighbours', so a project that was approved last year may not be accepting new citizenship buyers today. One example we have covered is The Alpina Hotel at Alpina Square; our citizenship by investment real estate overview compares the property routes across all five islands.
Real estate is the most expensive way into Saint Lucia's programme. It makes sense when you would want the asset anyway, not as a way of getting your money back, which is what the bond does more simply.
Cost
What St Lucia citizenship costs, all in.
Every route carries the same government processing and due diligence fees, set out on the Unit's programme page:
| Fee | Main applicant | Each dependant |
|---|---|---|
| Processing fee | USD 2,000 | USD 1,000 |
| Due diligence fee | USD 8,000 | USD 5,000 (each dependant over 16) |
| Interview and identity verification | Payable by the main applicant; the amount is not displayed on the official page, so we quote it at the time of application | |
Putting the investment and the government fees together gives these totals. They exclude the interview fee, passport costs and professional fees.
| Route | Single applicant | Family of four (spouse and two children under 16) |
|---|---|---|
| National Economic Fund | USD 250,000 | USD 258,000 |
| National Action Bond (USD 300,000 returned after five years) | USD 360,000 paid in | USD 368,000 paid in |
| Real estate (at the USD 300,000 minimum) | USD 340,000 | USD 373,000 |
The family figures assume only the spouse is over 16, so only the spouse pays dependant due diligence. Each child who turns 17 before submission adds USD 5,000. Larger families add USD 10,000 or USD 20,000 per extra dependant on the donation route.
Adding family members after citizenship
Saint Lucia lets existing citizens add dependants later through a further contribution: USD 5,000 for a newborn, USD 35,000 for a spouse, and USD 25,000 for another qualifying dependant. That matters for younger clients who expect their family to grow.
Eligibility
St Lucia citizenship requirements, and who qualifies.
The main applicant
- At least 18 years old.
- No criminal record and not under criminal investigation.
- A lawful, documented source for the funds being invested.
- Good health, shown through a medical examination.
- Willing to attend the interview and identity verification required on all applications received since 4 September 2023.
Who can be included as a dependant
- A spouse.
- Children of the applicant or spouse aged 21 or under, and children up to 30 who are fully supported by the applicant.
- Children of any age with a physical or mental disability.
- Parents of the applicant or spouse aged over 55 and fully supported, and parents of any age with a disability.
- Unmarried siblings under 18, with parental consent.
These definitions come from the Unit's FAQ. That page is stale on prices, so we confirm the dependant rules for each family before filing, particularly where a child is close to an age limit.
Restricted nationalities
Applications from Russian and Belarusian nationals have been suspended since March 2022, as stated on the programme website. Applicants with complex residence or business histories in higher-risk jurisdictions should expect enhanced checks and longer timelines.
Documents
The documents you will need.
Your agent will give you the current checklist. In our experience the file is built around the following:
- Certified birth certificates for every applicant.
- Certified colour copies of current passports, and national identity cards or residence cards where they exist.
- Recent passport photographs and the Unit's photograph and signature certificate.
- Proof of residential address, dated within the last three months.
- Marriage, divorce and name-change documents where they apply, and affidavits for the support of dependants.
- Police certificates from your country of birth and every country where you have lived for a year or more.
- Medical examination forms completed by a licensed physician.
- A professional reference from an attorney, accountant or similar professional.
- Education and professional certificates for applicants over 18.
- Evidence of source of funds and net worth: bank statements, company records, sale contracts, tax returns.
- For a child under 18 travelling with one parent only, a statutory declaration of no objection from the other parent.
Anything not in English needs a certified translation, and documents must be certified or apostilled according to the rules of the country that issued them. Source of funds is where most delays begin; it pays to over-document it.
Process
The application process, step by step.
- Consultation and route choice. We look at family size, liquidity and travel needs, and confirm which of the four routes fits. If the UK matters to you, this is where we say so.
- Preliminary due diligence. We screen the file ourselves before any government fee is paid, so problems surface early.
- Document collection. We send the checklist and review every document as it arrives, including translations and certifications.
- Submission through the authorised agent. The licensed local agent files the application and the processing and due diligence fees with the Citizenship by Investment Unit.
- Due diligence and interview. The Unit runs background checks and conducts the interview and identity verification with the main applicant.
- Approval in principle. The Unit issues its decision letter.
- Investment. Only after approval do you make the contribution, buy the bonds or complete the property purchase, and pay the remaining fees.
- Certificate and passports. The citizenship certificate is issued and passport applications are made for each family member.
The order matters. In every route the qualifying investment is made after approval in principle, not before, so a refusal does not cost you the investment itself.
Timeline
How long it really takes.
Saint Lucia's official pages no longer state a processing time. Marketing material from some agents still says 3 to 6 months. The agent-reported average compiled by IMI Daily for Q4 2025 was around 18 months from submission, with a range of 12 to 26 months. That made it the slowest of the five.
We plan with clients on that basis. If your family needs a second passport within a year, Saint Lucia is not the programme to rely on, and the St Kitts and Nevis citizenship by investment route, with an official approval window of 120 to 180 days, is the comparison to look at. If the bond structure is the reason you are here and the timeline is flexible, the wait is a cost worth knowing about rather than a reason to rule Saint Lucia out.
Benefits and limits
What Saint Lucia citizenship gives you, and what it doesn't.
Travel
A Saint Lucia passport gives visa-free or visa-on-arrival access to 147 destinations on our own count; the full list, by region, is on our Saint Lucia passport visa-free countries page. The Schengen Area is the most valuable part of that access, and it is the part the EU has put under review. The UK is no longer part of it.
The United States
Saint Lucia is not among the countries named in US Proclamation 10998, which since 1 January 2026 has suspended visitor and student visas for nationals of Antigua & Barbuda and Dominica. It is, according to law-firm summaries of the State Department's list, among the 75 countries affected by the pause on immigrant visas announced in January 2026. That affects green-card applications made on the Saint Lucian passport, not visitor visas. Saint Lucia has no E-2 treaty with the United States; in the region only Grenada does.
Dual citizenship and family
Saint Lucia permits dual citizenship, so you keep your existing nationality. Qualifying family members can be added later at the rates above.
No residence requirement, for now
You do not need to live in Saint Lucia, or visit it, to obtain or keep citizenship under the rules as published today. That is likely to change regionally; see the next section.
Tax
Citizenship by itself does not change where you pay tax. Tax follows residence, and the passport does not make you tax resident anywhere. Our comparison of the five programmes covers the tax position in more detail.
Risk
The EU question, and what it means for you.
This is the most important open question for every Caribbean programme, and we separate what is law from what is reported.
What is confirmed. Regulation (EU) 2025/2441, published in the Official Journal on 10 December 2025 and in force since 30 December 2025, added a new ground to the EU's visa suspension mechanism: operating an investor citizenship scheme that grants citizenship without a genuine link to the country. A suspension, if one is ever adopted, lasts 12 months and can be limited to certain categories of travel document. The Commission's Eighth Report under the Visa Suspension Mechanism (COM(2025) 792, 19 December 2025) names Saint Lucia and the other four, gives Saint Lucia's 2024 rejection rate as 5.3%, and recommends adequate vetting "pending the discontinuation of those schemes". It sets no deadline.
What is reported but not published by the EU. A letter of 25 June 2026 from Commissioner Magnus Brunner reportedly asks the Eastern Caribbean states to phase out their programmes by June 2028. The date was first made public by Antigua's government. Saint Lucia's Prime Minister met the Commissioner at the UN General Assembly in September 2026, and local reporting describes the Commission's request to phase the schemes out by June 2028, with no agreement reached. No EU document containing the date has been published, and no suspension decision has been taken against any of the five.
What it means in practice. A suspension would affect visa-free travel to Schengen, not citizenship itself. We advise clients to value a Saint Lucia passport for what it is guaranteed to give them, a second nationality held for life, and to treat Schengen access as valuable but at risk.
ECCIRA and a presence requirement
The Agreement establishing the Eastern Caribbean Citizenship by Investment Regulatory Authority was signed on 18 September 2025. It is meant to bring common due diligence, agent licensing, biometrics and a 30-day presence standard across the five programmes. Saint Lucia's ratification was delayed by its December 2025 general election (reported by IMI Daily), and the Authority has not been confirmed as operating. When it is, we expect Saint Lucia to adopt the regional presence rule, and we will update this guide when a text is published.
Compared
Saint Lucia against the other four.
- Cheapest single applicant: Dominica citizenship by investment, USD 200,000, though Dominica is also under the US restrictions and needs a UK visa.
- Best for large families: Antigua and Barbuda citizenship by investment, USD 230,000 for up to four and a university fund route for six or more.
- US business access: Grenada citizenship by investment, the only one of the five with a US E-2 treaty.
- Fastest, and widest travel: St Kitts & Nevis, USD 250,000, with an official 120 to 180 days to approval.
- Capital back: Saint Lucia's bond, which none of the others match.

FAQ
St Lucia citizenship by investment, frequently asked.
How much does St Lucia citizenship by investment cost?
The minimum is a USD 240,000 contribution to the National Economic Fund, which covers a single applicant or a family of up to four. With processing and due diligence fees, a single applicant pays about USD 250,000 and a couple with two young children about USD 258,000, before the interview fee, passports and professional fees.
Is there a refundable option?
Yes. The National Action Bond route requires USD 300,000 in five-year, non-interest-bearing government bonds, repaid at maturity, plus a USD 50,000 non-refundable administration fee. It is the only refundable route among the five Caribbean programmes.
Can I get St Lucia citizenship by donation?
Yes. The National Economic Fund route is a one-time, non-refundable donation to the government. It is the most common route and the simplest to document.
What is the minimum real estate investment?
USD 300,000 in a government-approved project, plus an administration fee of USD 30,000 for a single applicant or USD 45,000 with a spouse, and more per dependant. The property must be held for a minimum period before resale.
What are the requirements for St Lucia citizenship?
The main applicant must be at least 18, have a clean criminal record, prove a lawful source of funds, pass a medical examination, clear due diligence and attend an interview and identity verification.
How long does the process take?
No official time is published. Agent-reported data for late 2025 puts the average at around 18 months from submission, the slowest of the five Caribbean programmes. We do not plan on the 3 to 6 months some brochures still quote.
Do Saint Lucian citizens need a visa for the UK?
Yes, since 5 March 2026. Saint Lucia is on the UK's visa national list, and that applies to every Saint Lucian passport holder, including citizens by investment.
Can I travel to Europe without a visa?
Yes, Saint Lucian citizens currently travel visa-free to the Schengen Area. The EU now has the legal power to suspend that access for countries running investor citizenship schemes, and has named Saint Lucia in its December 2025 report. No suspension has been decided.
Does St Lucia allow dual citizenship?
Yes. You keep your existing nationality when you become a Saint Lucian citizen.
Do I have to live in St Lucia?
Not under the rules published today. A regional 30-day presence standard over five years has been agreed in principle, but Saint Lucia has not legislated it and the regional regulator is not yet operating.
Which family members can I include?
Your spouse; children of you or your spouse aged 21 or under, and up to 30 if fully supported; children of any age with a disability; parents of you or your spouse over 55 and fully supported, or of any age with a disability; and unmarried siblings under 18 with parental consent.
Is there an interview?
Yes. Every application received since 4 September 2023 includes an interview and identity verification of the main applicant.
Can Russian nationals apply?
No. Applications from Russian and Belarusian nationals have been suspended since March 2022.
Is the St Lucia programme a golden visa?
No. A golden visa gives residence; this programme gives full citizenship and a passport, without any need to live in the country.
Why do some websites quote USD 100,000?
That was the pre-2024 contribution, and it is still shown on the Unit's outdated FAQ page. The current figure on the main programme page is USD 240,000.
