Why Portugal

Why people who could live anywhere keep choosing here

Ask a hundred people why Portugal and you will get roughly the same answer in a hundred different accents. It is safe. It is beautiful. It is affordable by Western European standards. The food is extraordinary and the wine is absurdly cheap.

Underneath the lifestyle answer is a more serious one. Portugal is the seventh safest country on earth and has not left the top ten of the Global Peace Index since 2015. It is the second least militarised nation in the world after Iceland. Its borders have not moved since 1297, it has no territorial disputes, and its politics resolve at the ballot box.

The short version, in six parts

Five reasons people come, and the one we will not oversell.

01 Lifestyle Quality of life is the actual product Mild Atlantic winters, long dry summers, a coastline of nine hundred kilometres and a food culture that punches far above the country’s size. Cities are walkable, crime is low, and the pace outside Lisbon is genuinely unhurried.
02 Public services Healthcare and schools that work Universal cover through the SNS once you are resident, with private insurance at a fraction of American or British cost. International schools with IB provision in Lisbon, Porto and the Algarve.
03 Economy An economy that is reassuringly dull Growth of 1.9% in 2025 and 2.2% forecast for 2026, ahead of the eurozone average, with inflation near target and unemployment low and stable.
04 Cost Still cheaper than where you are now Outside prime Lisbon and the Golden Triangle, day-to-day costs remain well below Northern Europe and the coastal United States. Eating out and transport in particular.
05 Community You will not be the first to arrive Tourism hit a record 32.5 million guests in 2025 and the foreign community has grown every year for seven years, with Brazilians, Indians and the British the largest groups.
06 The honest part And the part we will not oversell Housing costs are rising faster than wages, with the national median up nearly 20% year on year. AIMA appointments can be slow, bureaucracy is real, and salaries are low if you intend to earn locally rather than bring income with you.

What Portugal has that almost no other European country does is a separate, deliberate route for each kind of applicant: passive income, remote work, entrepreneurship, family, and capital.

Each guide below sets out who qualifies, the real cost including the fees nobody advertises, and current AIMA processing reality rather than the published target.

Citizenship

Portuguese citizenship after the 2026 reform

What actually changed

Naturalisation rose from five years to seven for EU and CPLP nationals and ten for everyone else. The residency clock now runs from the date your residence title is issued rather than the date you applied.

What did not change

The Golden Visa programme itself was untouched. The €500,000 fund route and the €250,000 cultural route both remain open, presence stays at roughly seven days a year, and permanent residency is still available at five years.

◇ Lei Orgânica n.º 1/2026, published in Diário da República n.º 95/2026 on 18 May 2026, in force from 19 May. Parliament approved the decree on 1 April 2026 by 152 votes to 64. One open question remains: the statute is silent on whether time already accrued counts toward the new period.

Investment

Where the qualifying capital goes

Two routes qualify. The fund route at €500,000 is where most capital now goes: CMVM-regulated, at least 60% invested in Portuguese companies, and liquid at the end of the fund’s life rather than yours.

Property is the third thing people ask about and the one we are most often correcting. It does not qualify and has not since 2023.

Lisbon

International schools, direct flights everywhere, the deepest English-speaking professional network, and the highest prices in the country by a wide margin.

Porto

Materially cheaper than Lisbon with most of the infrastructure, a serious food culture and the Douro an hour inland. Wetter winters are the honest trade.

The Algarve

The established retirement and second-home coast, with the largest English-speaking community and golf infrastructure to match. Quiet from November to March.

Madeira

Subtropical, spectacular and a genuine digital-nomad hub since 2021. An autonomous region with its own tax incentives and its own logistics.

Two more that people reach later: the Silver Coast between Lisbon and Porto (surf towns, walled cities and the best value on the Atlantic), and the Azores, nine islands in the mid-Atlantic, low density and low cost, and not for anyone who needs a city within an hour.

Has the Golden Visa been cancelled? +

No. The 2026 reform amended the Nationality Law, not the residency programme. The €500,000 fund route and the €250,000 cultural route are both open, presence remains seven days in the first year and fourteen thereafter, and family reunification is unchanged. What changed is how long you wait for the passport at the end.

I started my Golden Visa in 2024. Which rule applies to me? +

If you filed a nationality application on or before 18 May 2026, the previous five-year regime applies to you under the transitional rule. If you hold residency but have not yet filed for nationality, the position is genuinely unresolved: the statute is silent on whether time already accrued counts toward the new period, and AIMA has not published guidance.

Does Portuguese ancestry still work? +

Yes, but narrowly. Claims are now limited to third-generation descendants who can demonstrate a genuine connection to Portugal. The Sephardic Jewish descent route has been discontinued entirely.

Can I still buy property to get residency? +

No. Real estate stopped qualifying for the Golden Visa in 2023. Property remains a sensible purchase for people who intend to live in Portugal, but it will not get you a permit.

Is Portugal still worth it at ten years? +

For some people, no. And we say so. If a second passport by a fixed date is the objective, Caribbean citizenship or a Southern Cone residency will get you there faster and cheaper. If the objective is a legal right to live in the European Union, held cheaply and with almost no presence obligation, Portugal remains one of the best instruments available.
