Four reasons, and two we will not soften

Paraguay sells itself on numbers. The parts that do not fit on a comparison table are the ones worth reading.

• 01 Tax Territorial taxation, applied properly Only Paraguay-source income is taxed, at a flat 10%. Foreign employment, offshore business profits, dividends, capital gains, rental income and pensions are outside the net entirely. There is no wealth tax and no inheritance tax.
• 02 Speed The fastest naturalisation clock in the region Three years of permanent residency, and two routes get you to permanent status on day one with no temporary phase at all. Only Argentina offers a comparable timeline anywhere in Latin America.
• 03 Presence One entry every three years Under the Investor Pass, maintaining residency requires entering the country once every three years. That is among the lightest presence requirements of any residency-by-investment programme in the world.
• 04 Region MERCOSUR settlement, not just travel Paraguayan residents have freedom of movement and settlement rights across Argentina, Brazil, Uruguay and Bolivia, subject to each country’s own rules. No passport ranking measures this, and it is worth more than most of the visa-free count.
• 05 The honest part It is a middle-income country, and it shows Asunción is not Lisbon. Healthcare outside the private clinics is thin, the summer heat is genuinely punishing, and Spanish (or Guaraní) is not optional if you intend to live here rather than hold a card. Clients who visit before they commit are the ones who stay.
• 06 The pace of change Three resolutions in under a year The Investor Pass alone has been touched by Resolutions 0937/2025, 1052/2025 and 0283/2026, and Resolution DNM 407/2026 overhauled the standard track’s solvency rules in July 2026. Anything you read that predates that date is out of date. Verify the current regulation before acting.
